1.1 The Chester Classics races will be governed by the rules as defined in The Racing Rulesof Sailing.
1.2 This regatta will be governed by the rules on the Racing Rules of
Sailing. The prescriptions of the Canadian National Authority, Sail
Canada, will apply. The Sail Canada prescriptions can be found on the
Sail Canada website: www.sailins.ca
2 NOTICES TO COMPETITORS
2.1 Notices to competitors will be posted on the event page on www.yachtscoring.com
3 CHANGES TO SAILING INSTRUCTIONS
3.1 Any change to the sailing instructions will be posted before 0900
on the day it will take effect, except that any change to the schedule
of races will be posted by 2000 on the day before it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on flagpole upland of Debbie Winsor's dock.
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 20 minutes’ in the race signal AP.
5 SCHEDULE OF RACES
5.1 The schedule of races is published in the Chester Classics Notice of Race available at event page on www.yachtscoring.com
5.2 Number of races will be published in the Chester Classics Notice or Race available at event page on www.yachtscoring.com
5.3 The scheduled start time of the first race each day is published on the event page on
www.yachtscoring.com
5.4 To alert boats that a race or sequence of races will begin soon, an
announcement of channel 73 and one sound at least one minute before a
warning signal is made
6 RACING AREAS
6.1 The Chester Yacht Club [CYC] Course Card of 2017 shows the location
of racing areas. The CYC Course Card is available at the CYC website
at: https://chesteryachtclub.ca
7 THE COURSES
7.1 The CYC Course Card shows the approximate location of the CYC Race
Marks and their names. The CYC Course Card shows the courses, the order
of the marks to be passed, and the side on which each mark is to be
left.
7.2 No later than the warning signal, the course will be announced on
channel 73 and on or on a signal boat near to the Winsor wharf.
8 MARKS
8.4 Marks are described on the CYC Course Card available at the CYC website page: https://chesteryachtclub.ca/
8.5 The starting and finishing line will be a line from the flagpole
upland of the Winsor wharf and an anchored race mark to the East in the
vicinity of “Chester Rock” MAA.
9 AREAS THAT ARE OBSTRUCTIONS
9.1 The following areas are designated as obstructions: the mooring
field in front of CYC and along the Peninsula, Coachman Shoal.
9.2 Boats sailing vicinity of the Tancook Ferry are asked to stay out of her way.
10 THE START
10.1 This event will use “pursuit” style races and timed starts. Each
boat will be assigned a unique starting time based on her rating.
Signals MAY be given for individual boat’s starting time however the
R/C is not obligated to do so. TheR/C will use the local cellular phone
time as the reference time for the event. The starting times will be
posted daily on the event page on www.yachtscoring.com
10.2 In the event groups of three or more one design boats share a
starting time, the R/C may run a standard RRS 26 five minute sequence
for that group’s starting time.
10.3 The starting line will be between the Winsor wharf, about 1⁄2 way
out the Peninsula, and an anchored race mark to the East in the
vicinity of “Chester Rock” MAA.
10.4 A boat that does not start within 5 minutes after her start signal
will be scored Did Not Start without a hearing. This changes rule RRS
A4 and A5.
11 CHANGE OF THE NEXT LEG OF THE COURSE
11.1 Change of Course will be signaled before the leading yacht has begun the leg and announced on channel 73.
12 THE FINISH
12.1 The finishing line will be between the Winsor wharf and an
anchored race mark to the East in the vicinity of “Chester Rock” MAA.
12.2 If the race committee is absent when a boat finishes, she should
report her finishing time, and her position in relation to nearby
boats, to the race committee at the first reasonable opportunity.
13 PENALTY SYSTEM
13.1A yacht who realizes after finishing, but before protests are
heard, that she has broken arule of Part 2 while racing, may choose to
accept a 20% scoring penalty. Such penalty shall not be less than two
places except with classes with less than 5 entries when it shall be
one place. Acceptance of this penalty must be communicated to the RO in
writing, prior to any protests being heard.
14 TIME LIMITS
14.1 The time limit for finishing all races will be two hours after the first finisher.
14.2 A yacht who does not finish within the time limit will be scored
Did Not Finish without a hearing. This changes RRS 35, A4 and A5.
15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Guidance from the organizers is for boats to attempt to avoid protest situations as this is a fun, Corinthian style event.
15.2 Protest forms are available on the wall inside the lower level of
the CYC clubhouse, next to the Mahone BayChart in the southwest comer.
Protests and requests for redress or reopening shall be delivered to
the CYC Bar within the appropriate time limit.
15.3 For each class, the protest time limit is 60 min. after the last boat in their class has finished the race.
15.4 Notices will give to inform competitors of hearings in which they
are parties or named as witnesses. Hearings will be held at the CYC.
15.5 Notices of protests by the race committee, technical committee or
protest committee will be posted to inform boats under RRS 61.1(b).
16 SCORING
16.1 One race is required to be completed to constitute a series.
17 SAFETY REGULATIONS
17.1 Check-In: Prior to the first start each day, every boat intending
to race shall give the RC the boat’s sail number and number of people
aboard. Check-ins may be by: confirmed radio transmission, cell phone
if the RC provides such, or by passing by and hailing the RC at the
Winsor dock or aboard a nearby signal boat as noted by the presence of
an RC flag.
17.2 A boat that retires from a race shall notify the race committee as
soon as possible by contacting the Race Committee on VHF Ch 73 or by
phone to RC if the RC provides such.
17.3 Skippers racing singlehanded must wear a Personal Flotation Device when racing. This changes Rule 40.
18 REPLACEMENT EQUIPMENT
18.1 Boats will be permitted to change their declared sail inventory
and their PHRF accordingly. They must notify the Racing Committee prior
to the start of the first race in the series. This handicap and sail
inventory must be kept for the entire series. Substitution of damaged
or lost equipment will not be allowed unless authorized by the race
committee. Requests for substitution shall be made to the committee at
the first reasonable opportunity.
19 TRASH DISPOSAL
19.1 Trash must be kept on the boat until racing is done and then disposed of properly ashore. See 44 of RS
20 RADIO COMMUNICATION
20.1 Except in an emergency or check-in by cell phone to the RC, a boat
that is racing shall not make voice or data transmissions and shall not
receive voice or data communication that is not available to all boats.
20.2 The race committee will use VHF channel 73 for communication. The
Race Committeewill make best effort to respond to communications but is
not required to respond to transmissions from competitors except to
acknowledge retirements, protests or requests for emergency assistance.
21 PRIZES
21.1 Prizes may be awarded to each yacht placing first, second or third
in a race or series of races with at least four boats scored.
21.2 When fewer than four boats are scored, the prizes may be awarded equal to one less than the number of boats scored.
21.3 In the event groups of three or more one design or other boats
register withthe event and notify the organizers, prizes may be made
available for these groups as well as overall.
22 DISCLAIMER OF LIABILITY
22.1 Competitors participate in the regatta entirely at their own risk.
See RRS 4, Decision to Race. The organizing authority will not accept
any liability for material damage or personal injury or death sustained
in conjunction with or prior to, during, or after the regatta.
23 INSURANCE
23.1 Each participating boat shall be insured with valid third-party
liability insurance with a minimum cover of $1,000,000 per incident or
the equivalent.
